Since January of 2018, CARLOS VARELA has been designated Chief of the South Bay Branch for the County of San Diego, Office of the District Attorney.

Prior to this current position, Varela was Assistant Chief in the same office for two years (2015-2016).

Since 2013 Varela has been a trial advocacy speaker and instructor in Mexico and other Latin American countries teaching trial skills to attorneys, prosecutors and judges from these foreign jurisdictions under the New Code of Criminal Procedure.

Varela is an active member of the California State Bar and the Binational Bar Association (BBA).

En vísperas de elecciones para nuevo Fiscal de Distrito en San Diego, El Lic. CARLOS VARELA fue nombrado Jefe de la Oficina de la Fiscalia del Sur de San Diego desde enero de 2018.

Previo a su nuevo cargo, Varela fungió como Jefe Asistente de la Fiscalía de San Diego por dos años (2015-2016).

Desde 2013 ha sido instructor en juicios orales en Mexico y otros países latinoamericanos comprometido con los abogados litigantes y operadores de estas jurisdicciones para fortalecer sus técnicas, habilidades y destrezas bajo el Nuevo Código Nacional de Procedimientos Penales.

Varela es miembro activo de la Barra de California (California State Bar) y de la Barra Binacional de Abogados (BBA).

With the intent to combat human trafficking crimes and bring criminals to justice, the government of Nigeria explores the possibility of transforming their criminal justice system to an adversarial type similar to the United States through forums and workshops coordinated by CWAG (Conference Western Attorneys General) and sponsored by the pharmaceutical company Pfizer.

San Diego Deputy Public Defender and international trial skills instructor Jesus Romero informed the BINATIONAL BAR ASSOCIATION (BBA) correspondent that he was part of a transcontinental educational trip to this African nation this past April to share the perspective of the defense side.

Attorney Romero considered this visit of great importance and relevance to the criminal justice system in developing countries.

During this forum, San Diego Deputy DA Mary-Ellen Barrett and Marisa Di Tillio presented two separate symposiums: one on transactional crime and wildlife trafficking, and the other on the effective administration of law.  Both prosecutors are part of the Sexual Crimes and Human Trafficking Unit of the San Diego County District Attorney.

Con el animo de combatir el delito de tráfico humano y someter a los responsables a la justicia, el gobierno de Nigeria explora la posibilidad de transformar su sistema de justicia penal a uno de tipo adversarial como se practica en Estados Unidos de America a través de foros y talleres coordinados por CWAG (Alianza Estatal de Procuradores) y bajo el patrocinio de la empresa farmacéutica Pfizer.

Así lo dio a conocer a nuestro corresponsal de la BARRA BINACIONAL DE ABOGADOS (BBA) el Defensor Público de San Diego e instructor internacional en técnicas de litigio oral Lic. Jesús Romero quien participó en un viaje educativo transcontinental a esa nación africana el pasado mes de abril para compartir experiencias desde la óptica de la defensa.

El abogado Romero consideró la visita de suma importancia y relevancia para el sistema de justicia penal en los países que se encuentran en vías de desarrollo.

En el foro también participaron las fiscales Mary-Ellen Barrett y Marisa Di Tillio, quienes encabezan la Unidad de Delitos Sexuales y Tráfico de Humanos de la Procuraduría de San Diego. Ambas agentes de la procuraduría trataron el tema por separado sobre delitos transnacionales y trafico de animales silvestres, así como la administración efectiva de las leyes.

With great success, the State Attorney General of the State of Durango and CWAG (Conference of Western Attorneys General) coordinated the “Durango Trial Advocacy Forum” with the participation of well known trial advocates from the United States of America.

During a brief introduction, Susan Lustig (Administrative Director for CWAG) expressed their great desire to share trial advocacy skills through guest speakers who traveled to Durango from California and Oregon.

Lustig indicated they “did not come to impose” a certain version of oral trials, but instead were there with hopes that new system operators and lawyers in Mexico take advantage of many skills that these trial advocates have learned for many years in American courts and are happy to share.

The guest speakers in this forum were:  John Haroldson (Benton County District Attorney), Maria Teresa Suarez – Haroldson and Anthony Da Silva (Assistant Attorney General for the State of California).

This event was distinguished by the presence of Ruth Medina Aleman, Attorney General for the State of Durango on behalf of the State Governor Jose Rosas Aispuro Torres, as well as presiding justice Esteban Calderon Rosas from the State Supreme Court.

La Fiscalía General del Estado (FGE) del gobierno del Estado de Durango y la Alianza Estatal de CWAG (Conference of Western Attorneys General) llevaron a cabo con gran éxito el “Foro Sobre el Juicio Oral en Durango” en el que participaron litigantes destacados en el sistema angloamericano.

Durante una breve intervencion, la abogada Susan Lustig (Directora Administrativa de CWAG) manifesto el deseo de compartir las experiencias y técnicas del litigio oral a traves de los expositores que viajaron a ciudad de Durango desde California y Oregon.

Lustig indico que no vienen “para imponer” una version del juicio oral, sino mas bien para que los operadores y litigantes mexicanos de esta entidad aprovechen las técnicas y destrezas que los litigantes visitantes han aprendido por muchas décadas en los tribunales de la union americana.

Los ponentes fueron: John Haroldson (Procurador del Condado de Benton), Maria Teresa Suarez de Haroldson y Anthony Da Silva (Subprocurador de Justicia de California).

El magno evento fue distinguido por la presencia de Ruth Medina Aleman, Fiscal General del Estado de Durango en representación del Gobernador Jose Rosas Aispuro Torres, así como del Magistrado Esteban Calderon Rosas, presidente del Tribunal Superior de Justicia de la entidad.

In a historical event between Baja California and County of San Diego authorities, a cooperation agreement was signed by representatives of both public defender offices which will allow professional development for the benefit of the border communities.

The formal event took place on Wednesday February 17, 2015 at the Baja California State Government Office presided by the General Secretary for the State Government of Baja California FRANCISCO RUEDA GOMEZ accompanied by the head of the Department of the Public Defender for the County of San Diego HENRY C. COKER, the Liaison Sub-Secretary for Justice Matters Lizbeth Mata Lozano, the presiding assemblyman of the Justice Commission for the Baja California State Assembly Juan Manuel Molina Garcia and the Assistant Attorney General for the State of Baja California Justice Department Gilberto Cota Alanis.

Also present during the official act: the State Director of the Public Defender Jesus Alejandro Santos Diaz, the Trial Coordinator for the Baja California Public Defender Fernando Acevedo, the Chief Deputy for the County of San Diego Primary Public Defender Randy Mize, the Supervising Attorney for the Primary Public Defender Investigations Unit Jesus Romero, Investigations Unit representatives from each conflict office of the County of San Diego Public Defender: Ernie Lucero (PPD), Pascual Benitez (APD), and Ricardo Garcés (MCO).

En un acto histórico entre autoridades de Baja California y el Condado de San Diego, los representantes de las defensorias públicas de ambas entidades firmaron un convenio de colaboración que permitirá el desarrollo profesional para beneficio de la comunidad fronteriza.

El evento se llevo a cabo el Miercoles 17 de febrero de 2015 en el Centro de Gobierno del Estado de Baja California presidido por el Secretario General de Gobierno FRANCISCO RUEDA GOMEZ y acompañado de el titular de la Defensoria Pública del Condado de San Diego HENRY C. COKER, la Sub-Secretaria de Enlace para Asuntos de Justicia Lizbeth Mata Lozano, el Presidente de la Comisión de Justicia del Congreso del Estado de Baja California Dip. Juan Manuel Molina Garcia y el Sub-Procurador General de Justicia del Estado de Baja California Gilberto Cota Alanis.

Tambien presentes durante el acto oficial: el Director Estatal de Defensoría Pública Jesus Alejandro Santos Diaz, el Coordinador de Juicios Orales de la Defensoría Pública de Baja California Fernando Acevedo, el Director de la Oficina Primaria de la Defensoría Pública de San Diego Randy Mize, el Director de Investigaciones de la Defensoría Pública de San Diego Jesus Romero, integrantes de la Unidades de Investigaciones de la Defensoría Pública de San Diego: Ernie Lucero (PPD), Pascual Benitez (APD), y Ricardo Garcés (MCO).

With great success and more than 300 attorneys and law students participated in the 1st International Trial Advocacy Conference which took place at the Grand Hotel-Tijuana between October 24 and 25.

International speakers and trial advocacy training instructors from different countries (Chile, Mexico, United States and Puerto Rico) touched on important topics related to the adversarial system and implemented workshops for attorneys and investigators.

The keynote speakers were:

Claudio Pavlic (Chile), Jesús Romero López (USA), Hon. María Elena Cruz (USA), Jose Silva Riollano (Puerto Rico), German Guillen López (Mexico), Michael Mandig (USA),  Carlos Varela (USA), Ricardo Garcés (USA/Mexico), Sergio Cuen Sandoval (Mexico) and Jose Cervantes Kirk (Mexico).

Con grán exito y con una asistencia mayor a 300 participantes entre abogados y alumnos de la carrera de derecho se llevo a cabo el 1er Congreso Internacional del Juicio Oral el pasado 24 y 25 de octubre en el Grand Hotel-Tijuana.

Exponentes de varios paises como Chile, Mexico, Estados Unidos, y Puerto Rico hablaron sobre temas relevantes al sistema adversarial y realizaron talleres de destrezas y métodos prácticos para abogados litigantes e investigadores.

Los exponentes fueron:
